Yes, I turned it on and off several times just in case. On the Google voicemail app it shows the prompt to call to activate visual voicemail, but it never proceeds from there. Mine took a while when I first setup the phone but it did finally sync after a while. This post was marked as closed.

Phone > Settings > Voicemail > Visual Voicemail.
