Eventually I found my way to Lower City and Felogyr's Fireworks and spoke to Avery, and after our tadpoles fistbumped and connected, I sussed out he was working with Gortash's Banites to spread explosives over the city. The quest hadn't updated. So I had to peek and a guide to discover I needed to have explored Arfur's basement.

Hadn’t affected anything. It’s an optional side quest. I skipped it and it didn’t seem to impact the game at all. Act 3 has no consequences whatsoever, because there is no Act 4.
