Now it's presumably set to 31 or maybe still at 30 but the game has to let you choose another one when you get 4 orbs. Haven't tried talking to a statue by getting 1-3 of the extra orbs. Regardless, by end game, it's a lot easier to get yellow hearts to get "30" hearts than 2 extra yellow stamina wheels.

it's because you used the save file that already had the maximum hearts/stamina. there is probably a separate value in the files that disables upgrading completely once you reached the maximum. just make a fresh save file and edit that instead. or just use the editor to manually give you the upgrade.
