no-as of patch 1.4 the stone is in a small cave you leave the embassy via. it was moved there because the embassy unlike the cave cannot be reentered.

There's a cave near the north side of the embassy, called Reeking Cave. There's no marker for it, so it can be a little hard to find, but the stone is in there. The cave you escape from has the gem now; it was moved so you don't have to get into the embassy to get it.
