The chances are that the interviewing officer didn't have I-751 portion of your file at N-400 interview (hence, "no" combo) or he/she doesn't have the experience/authorization for I-751. Your N-400 case would go to the back-burner until someone else (probably Service Center as no interview needed for a joint case) makes the decision on I-751 case.
