Once you talk to Teshin about Steel Path it's supposed to be permanently unlocked for your account, regardless of what content is released after. Teshin's pep talk is the only requirement for Steel Path. Arbitrations however need all current nodes completed to do them, and will become unavailable when new nodes are added.

Yes, that's how it goes when a new update adds new nodes to the starchart. Do the WITW quest, clear the nodes, then you can do SP/Arbi again. If they add new nodes before you unlock Steel Path, you need to do those first.
