Killing 50 Shrouded Ghosts requires RNG and time. Two people could put in equal time and effort and one player has seen and killed 6 while the other has seen and killed 1.

If Rare were to increase the spawn rate again making the Ghost easier to find, it would take away what makes the Ghost special and unique in the first place.
