Sometimes it's multiple big oceans you can connect with good Canal cities and build a super trade empire. Lakes have a TON of settling room (there are “oceans” they are just lake-sized). I’m playing a small game in which I should’ve added another AI or two because it’s nearly turn 250 and there is a ton of good ground to still settle. I think seven seas kind of balances that.
