The places I can recommend are the Faron Regions, Gerudo Highlands and/or Goron City/Death Mountain. I have found 1 or 2 at Akkala as well. I'm currently trying to get some sapphires. If I find good places while sapphire hunting, I'll be sure to tell you. I'm also pretty sure that gemstones don't come back on blood moons.

You're right but monster level doesn't really affect xp too much. For example when I was vaal sparking merc dried lake a few years ago I still got normal gems from 1/0 to 20/20 in a day or empowers leveled in 2-3 days at best iirc. (weekends farming looong session) That's a lot faster than a lot of people do in high tier maps.The low level vanilla stuff is a slight grind. The game really opens up once you get to the merc faction and beyond. Elfs>Demons>fairies>goblins>angels>undead = vanilla factions. Titans>faceless>druids = nuetrals.
