You can manage it with a soft toothbrush, and soaking the razor in warm water and dish detergent beforehand to soften the soap scum. The razor is going to stain from the blades. This is noticeable on stainless, but it happens with chrome and nickel plate as well. It isn’t going to hurt you.

Maggard Safety Razors are cheap and highly recommended for beginners. I strongly recommend this starter kit. The Parker 26C is exceptionally comfortable (disinclined to nick) and efficient, and at $29 is not out of sight.
