I made a notched plank and sturdy sticks but nowhere does it say that you have to equip them in primary and secondary before the "Light fire -> Notched plank and sturdy stick" option shows up. Then when I did that, the fire won't light (I added fuel already). My character kept trying to light the fire until the Exhausted moodle showed up.
