The crime lord deal prevents the negative events from firing off, and the worst thing that really happens is you get 3 criminal jobs + free buildings and other jobs from the criminal syndicates branch office. I play a lot of criminal syndicate and it really isn't that harmful, people just spazz tf out whenever they see their crime go up.
