Enclave is just a better version of plasma gun and can now be made legendary so yeah…also all the big you tubers have made a video on it recently, like soloing Earle, probably why it’s so popular atm. I've always seen plasma guns with flamers. It is pretty powerful if you can keep it fed.

The flamer mod itself doesn't trigger fire damage, it's the capacitor mod that triggers the fire damage. It only works with the flamer if you add a mod that adds fire damage.
