You dont have to pay for a dedicated server and you can host your own server but you just need a good amount of RAM, 32 is suggested if using mods.

Even if you set the tether distance to 1000+ ect, in the original Ark at least, non dedicated is still somewhat impossible if you want to do any caves as it breaks the tether no matter the distance. This can cause game crashes and other issues. At least in survival evolved you were able to change the tether length, only ever being teleported when host went into a cave.
